Updated 17 October 2026. A practical guide for Victorian rental providers, property managers and inspectors preparing rental minimum standards checks and inspection records.
Victorian rental minimum standards in 2026
Consumer Affairs Victoria lists 15 categories. Properties must meet the applicable standards before advertising or offering them for rent and before a renter moves in. From 13 October 2026, all rental providers must retain sufficient records showing compliance. Agents also have recordkeeping duties for advertised properties.
The categories cover bathrooms, electrical safety, heating, kitchens, laundries, lighting, locks, mould and damp, structural soundness, toilets, ventilation, vermin-proof bins, windows, window coverings and window covering anchors. Securing blind cords became a minimum standard on 1 December 2025.
Check the rules for your agreement and any exemptions in the official Consumer Affairs Victoria rental minimum standards guide and checklist.
Rental minimum standards checklist: prepare your evidence
- Identify the property and inspection date. Keep the address, inspector details and relevant tenancy dates together.
- Review the current official checklist. Work through each applicable category. Record what you observed rather than assuming an item complies.
- Organise supporting material. Keep inspection notes, dated photographs, repair records and relevant trade documents in the property file. These are practical recordkeeping examples, not a prescribed or exhaustive legal evidence list.
- Follow up issues. Record any repairs required, who is responsible and when completion will be checked. Obtain appropriate specialist advice for work outside your expertise.
- Retain the report and supporting records. Make the final version easy for your team to locate before advertising and before occupation. An inspection report is one part of the property record.
What changes for rental properties in 2027?
New energy efficiency requirements begin in phases from 1 March 2027. They cover heating, cooling, hot water, shower heads, ceiling insulation and draughtproofing. The triggers differ: some apply when equipment fails beyond repair, others at a new agreement or conversion to a periodic agreement. Draughtproofing starts from 1 July 2027. Exemptions and technical requirements may apply.
Do not treat these future requirements as a single immediate replacement deadline. Read the official minimum energy efficiency standards and commencement triggers when planning upgrades.
Using Minimum Standards Check for inspection reports
Minimum Standards Check helps you record observations, organise inspection notes and generate a report from your phone. Use it alongside the current official checklist and your supporting property records.
For landlords, a consistent report helps keep the property history together. For property managers, a shared reporting process makes handovers and follow-up clearer. For inspectors, structured notes help explain what was checked and what still needs attention.

Frequently asked questions
Does an app report guarantee legal compliance?
No. A report records the assessment and evidence entered by its user. It does not independently certify a property or replace necessary trade inspections, specialist advice or the rental provider’s obligations.
Is the app automatically updated for every 2027 requirement?
This guide explains the published regulatory timetable. Check the app version and available fields before use; this page does not claim that every future requirement is already built into the app.
How should I use a rental minimum standards checklist?
Start with the official checklist, document each observation and track issues through to resolution. Keep supporting documents with the report so another person can understand the assessment.
